On September 15, a national medical team arrived at Laishui county, a poverty-stricken area near Yan Mountain and Taihang Mountain in the city of Baoding, Hebei province. They provided local residents with free medical services.
The team was led by Ma Xiaowei, vice-minister of the National Health and Family Planning Commission (NHFPC), with 10 medical specialists from Peking University First Hospital. Members in the medical team and another 70 local doctors joined the volunteer service to give medical care to nearly 1,700 local residents.
Ma visited local residents and medical specialists who were seeing patients at Laishui. He also reviewed urban-rural hospital counterpart support development in Laishui People's Hospital.
Later in a discussion, Ma said that Hebei should make better use of the integrated development with Beijing and Tianjin to improve medical services.
He went on to say that public hospital reform helps improve the medical capabilities of county hospitals that have weaknesses in human resources, management and academic research. He noted that county hospitals should achieve a B-plus level, while some medical disciplines should reach an A level.
Ma called for deepened medical and health reform at the end of the discussion. He said that the grading diagnosis and treatment system was in serious need of development. Ma also highlighted payment reform and human resource allocation reform. He said the salary system should be in accordance with the characteristics of the medical industry and should be carefully planned.
During the volunteer clinical activity, doctors specializing in cardiology, neurology, orthopedics, gynecology, obstetrics and TCM from Peking University First Hospital will offer a week of free medical services in Laishui. In addition, they will go to Tang county, Hebei province, to see patients.
Thirteen hospitals, including Hebei People's Hospital, Hebei Medical University First Hospital, Baoding First Hospital, and Baoding Maternal and Child Health Care Hospital, joined the volunteer medical service.
